To answer your question honestly, they don't have an anti-foreigner policy and your chances of working in a Japanese game company (for anything other than translation and other obvious jobs where foreigners have an advantage) probably are 1%.

Even then, most translation work isn't done in Japan. A person doesn't need to be there to translate stuff.

You said you want to do 3D Art? Then no Japanese company will bother with you, they already have a good amount of Japanese 3D artists.
