As I said in my previous post. It doesn't matter how developed the country is, it's still human suffering. The donations are helping the Japanese and if it wasn't for the people who donated and the countries who have helped in rescue then Japan would be in more pressure doing it on their own. Like you said, Japan is in debt and if the government funded all of the relief then they wouldn't really have much money left to clear everything up and rebuilt.
