Most heaters here run off kerosene or heavy oil. Many of the heaters though have an electric starter but may still be able to be manually lit although electricity may also be required to pump in the fuel from the tanks which are usually outside. I'm not overly sure. In the worst affected areas supplies of fuel would be very limited. It is currently snowing to sea level from about Miyagi prefecture northwards. Certainly snowing very heavily outside my place in Hokkaido at the moment!
