Please do not AT ALL listen to them. They are completely inaccurate and currently describe Japan as a nuclear wasteland with chaos and panic everywhere. Inaccurate news like that is just so pitiful when in actuality, Japan is nowhere near such a state. If you go there right now, it'll be as if nothing happened. What news sources are you reading? I have seen nothing describing the scene as you do.
November should be fine, especially around Kyoto area, which was not damaged in any way. The only thing you might change is the day trip to Tokyo, but chances are it will be 100% back to normal by then.
