They should prolly just cement the place up. The core's containment unit either cracked or the cooliant pipes are leaking. Better to concrete the core over, than keep trying to do whatever it is they been doing.

I don't think they can yet, not until they fully stabilize the thing. Right now things are looking good, but it will need some monitoring. If they bury the thing in a cement coffin, they won't be able to access it should the situation changes inside the reactors, then everyone will just have to sit and wait for the thing to blow up...
