Do you seriously think that your leaders could force Russians to surrender by nuclear bombings of Russian capital?
Stalin had a couple or even more underground command centers made of steel and armoured concrete. Soviet people were ready for possible american aggression including nuclear bombings after Fulton speech of Winston Churchill in 1946.
And you simply had not enough nuclear devices prior to 1949 to destroy all Soviet industry.
