I believe it's more than safe to say that, in general, westerners perceive asian men, including Japanese, as being relatively more effeminate than them. This isn't some kind of racist nonsense, a survey would show that for sure.
Men like you and I who have been to Japan, or live here now, have had our horizons broadened a bit and can perceive things a little differently, to see things more like they are.
Japanese men tend to think western guys are huge and strong and insensitive. Western men tend to think Japanese guys are small and weak and sensitive (attributes associated with femininity in the west).
This isn't about political correctness, it's about generalizing a group of people, which is perfectly OK to do until you start assuming individuals think the same way based on their groupings.
