The shortest answer would be:

最初に = doing something first from a list of things

「Last year, 初めて in my life, I went to Japan. What I 最初に ate in Japan was udon.」

You went to Japan for the first time.
The first thing you ate in Japan was udon. (It was not the first time you had eaten udon.)
