I think the difference is between 荷物 and 積荷.

If I pull my luggage down from the passenger plane, I would choose "荷物".
If the plane is a cargo airplane, "積荷" should be used.

I think both are almost the same thing.

If there is any difference,

かばんを置く is just putting it down on the desk.

Whereas,
かばんを降ろす is putting it down on the desk, and we can imagine that before putting down, the bag was being carried in one's shoulder or in one's hand.
"Carrying beforehand, and then putting down."
