It is a greeting traditionally used predominantly in the following industries regardless of the time of the day.
1. Restaurant/Bar Business
2. Show Business

It is also used in the same way in some other, if not all other, non-office types of businesses such as supermarkets, convenience stores and other businesses that tend to be open late into the night.

Even though it is true that the majority of the population use the phrase only in the morning, there is no word "morning" in the phrase 「おはようございます。」 to begin with. So it may just be only natura that it is used differently than the English phrase "Good morning!"
