as i said, this is not 幸, in my opinion.
edit: ok i had a look into the calligraphy dictionary and it does look closer to 幸 than 華.
Two dots cut through the bottom line of the 土、which is then extended and curved (for whatever reason). That kanji is badly disfigured.
