I had a French teacher who was not native but had been learning the language since she was a young girl. She may not be from France however she was very good at teaching us things of culture as well as slang and what we should and should not do since she had been to France many times. There are also many native Spanish teachers who are absolutely wonderful at teaching. I think being a teacher and how good you are as a teacher depends on the person and how they process their thoughts as well as their strategies with their students. A non native speaker, I believe, may learn to be just as good but it all takes dedication and very much practice.
