Seems you have got the gist of it. This is the same 系 as in the word ビジュアル系. ～～系 means "pertaining to the ~~ group" and people keep creating new words with it to categorize others. Originally we just used nouns to put up front but now we even use verbs and adjectives, which drives grammarians up the wall.
甘える系 roughly means "the type that like to be coddled by others", "the big baby types", etc.
