Naa, I would say 10,000 words is your bare minimum to be able to fully understand most of the news and some TV programs.

It is said if you have passed the level 1 JLPT you should know around 10,000 words. I have passed it and I still do not understand everything, all of the time. Honestly it is a hard question to answer, cause it will really come down to the topic, and who is talking about it.

But if you wanna just be able to converse with people though, you can get by on a lot less.
