Too / Also -

Hi, I would like to know if there is any rule regarding when to end a phrase and a sentence with "too" and "also"?
For example:
1. Are you learning Japanese, also?
2. Are you learning Japanese, too?
Are both sentences correct?
百の失敗より一つの後悔をしたくない。
失敗をしない人間はいない。 いるのは失敗から立ち直れない奴と
立ち直れる奴だ。
