I wasn't there for sightseeing, so I didn't go around to any of the normal tourist bits... So maybe they are more "shiny", but in general Osaka struck me as being, well, grimy.
I now understand what you meant. I used to live in Kita Osaka and its clean there. I only go to South area when I want to go to Namba or Shinsaibashi or work but other than that I am usually in the North area , Hyogo or Kyoto area.

Now that I live in East Side of Osaka, it is a bit grimy. Just this weekend I walked to the supermarket in my slipper , the next thing I know was my feet was full of dust.
