It's "whaling for scientific purposes", explaining unpreparedness of Fukushima Daiichi by trying to tell that tsunamis in the most tsunami-stricken coastline in the world "are so rare and small that no special measures were needed".
Must be embarrassing to Tepco that Onagawa nuclear plant (run by Tohoku Electric Power Company) was also hit by a tsunami big enough not to make any difference at Fukushima Daiichi, but was deflected at the barriers.
