It is a symbol indicating that the preceding syllable (the 「メ」 in this case) is elongated in pronunciation.
This is important because the wrong usage will change the meaning of the word entirely:
ビル = building
ビール = beer
レザー = leather
レーザー = laser
メル = Mel (as in "Mel Gibson")
メール = email
