That is correct.
You can say 「イギリスからきました」 only when you are NOT in England.
Hence this person said :
「~きました」と書くと、今は日本に住んでいるみたい なカンジになっちゃう
which means:
"If you write 「来ました」, it sounds like you are now in Japan or something."
