I was writing the sentence part by part. It started with something like "latest news to be delivered." Then I added more and more things to expand the sentence.
Is it always the case that when in noun modifications, は changes to が? My writing could definitely improve with that clarified, since I catch myself writing this way for homework and etc.

Could you explain to me the よう and the いただけ parts of the sentence? Is よう "like" or "such as/that?" いただける is to be able to receive, but I've always thought that it's to humble oneself. Or is it both the 尊敬語 and 謙譲語? I just don't really understand.
