It is read ぶん but it is not really used as the counter for seats reseved at a restaurant. 名(めい) would be the usual counter for it.

「11月20日の午後7時ごろに4名でお願いします。 田中と申します。」

分(ぶん) is most often used to describe the number or amount of something to be prepared for or consumed by a group of people.

20人分のサンドイッチ
8人分の酒
全員分の料金
_____

ぶん is also often used to refer to "one's share" of something even though it is not considered a counter.

それが小林の分で、こっちがオレの分だ。

Summary:

Whenever multiplication, division or sharing is involved, it is read ぶん.

When talking about "minutes", the pronunciation changes depending on the number that precedes the 分.
