I personally like a girl with straight, shoulder length hair.

You would think that wearing uniforms is to prevent stupid things like inforcing dress codes, which many wouldn't follow anyways, so yeah. Japan's a bit conservative, so it fits. The skirts, on the other hand, might have to do with the whole age-old 'girls wear skirts and men wear pants' thing. About them being short, I thought that many schools actually either let you buy your own skirt or they make you buy theirs, which is actually longer than the ones you usually see. The girls just customize their uniforms and make the skirts shorter by themselves. I don't know, that's just an idea of what it may be about the skirts. Nothing's for sure. XD

Cosplay is for fun, you don't have to question it. o_O And where it's worn has an obvious connection. If it's worn in anime shop areas, well, cosplay comes mostly from anime and games. -_- (A bit obvious.) Residential? I have no idea, but I have the feeling it has no direct connection to cosplayers.

Several reasons.
a) to be unique
b) to be noticed more
c) they just like it
d) they know someone like a band member that has a similar one or one that would fit the person, and think it's cool, connecting it to a, b, and c, haha. -.-

Also, using the word 'odd' is like saying 'why can't they all be normal?' Without unique individuals, this would be one boring place. o.o''' In my world, what defines normal is what the majority of people do, say, etc. If 90% of people said 'laekjr5alejrkej shouldn't be alive' and the other 10 said ';ejrlkjer is ok.', the 10% would be the so-called odd ones. So whatever stands out, that's all. Being unique in itself is a fashion.
