Help With Meaning of Cartoon

My daughter has been receiving a cartoon from someone I believe is trying to scare her at school. I have been told that it is in Japanese and has "evil" intent. Before I deal with the parent of the child who has been posting these, I would like to be sure of my facts. Is there someone out there who would be willing to look at this (it is in jpeg format) and explain to me if I shold be concerned or not? Any help would greatly appreciated.

Let me tell you, it's not 'evil' or anything. Somebody with better language skills will give you a better translation, but it's roughly something like "All the world smiles for you".

The eyes are a little scary though. Lol.

I would read it more as "The whole world is laughing at you."

It's mean...but not threatening.
