I think if the manga publishers start to follow the steps of companies like Marvel and Valve it will only bring benefits for they. If they start to offer a service like that with competitive prices, translations to english, good marketing strategies and accept Pay Pal payments, they have a high probability to be well succeded.

The difference between something like Steam and manga companies is unit mobility (in this case), not whether people are willing to buy or torrent. Steam is able to supply finished products, whereas most manga stories are spread over many issues, normally monthly. It's not possible to move manga off the digital shelves at even a fraction of the rate of steam, because people always have to wait for a new installment. If anything, manga publishers would either have to overstaff or pay longer hours to come close to a more sensible demand, but the catch 22 is that they're having to downsize anyway due to pirating.
