Come to France for University if you want cheap. It costs around 350euros for anyone from anywhere! If you are European and your parents don't earn a lot of money, or are retired etc, you'll pay about 5euros. There is a Scholarship based on family earnings. If your family doesn't earn a lot of money, then on top of only paying 5euros for your tuition fees, you can get a couple thousand euros a year from the government.
On top of all of this, Medical insurance is VERY cheap, rent is extremely affordable since the government helps with your rent. My place costs around 450euros, but only about 160euros comes out of my pocket!
