Yes I think there will be wide ranging implications for all existing reactors in Japan after this event (and possibly worldwide). None have been built to actually withstand an earthquake as large as what occurred and most are near the coast. These reactors did survive the earthquake intact which is a testament to their construction but the design of the plants never envisaged a 10m tsunami taking out the backup generators. Due to costs any construction of anything will only go so far to cover situations based on past history. The bar has now been lifted.
