Are you currently in Japan? Perhaps one needs to have a Japanese IP address to access that site. Certainly would make sense to me in you can't access it outside the country....

All I know about that place is: at least one forum member here has that channel as their location and the other is the film and tv series でんしゃおとこ.

I can't believe it's taken me this long to finally go on 2ch. The text art section is amaaazing

But for a newbie student, 2ch is a little overwhelming to be honest. I can't wait til I can read in Japanese as fast as I can in English...

I used to use 2ch in the late 1990s and early 2000s. It lead to the banning off all non-Japanese IPs and later gave moot the idea to start 4chan. I think I've been back to 2ch like twice in the last decade. No real interest for me.

Recently, the specification was changed.

I've wondered about joining 2chan a few times just because they are really good for tokusatsu pictures every week plus it does seem interesting. I have joined Nico Nico Douga.

"Getsugo"? Don't you mean 言語? And why are you using online translators if you're practicing your Japanese? Somehow I doubt you guys are serious language students.
