Twitter & Wordpress in Japan

I have a twitter and wordpress blog in the US. I want to have the twitter account and blog show up in Japan. We, my Japanese husband and I, are setting up the blog and wordpress in two languages, so we can show pet fashion lines from both Japan and the West. Anyone know if it is necessary for me to set up a twitter account within Japan - is it managed by a different organization, server? Also how about Wordpress. Can I set up a wordpress.com(.jp?) account in Japan? Where do I go to access the Japanese version of wordpress.com...maybe linking to a free Wordpress.com account in Japan instead of the expense of a JP URL and server.
