i do have problems to pay out a Bakkin that i have since 2006,is the amount
larger than at the original 300 000 yen since then?

It depends on what kind of fine (BAKKIN) you owe. Usually, some forfeit would be added.

The document which claims you of the fine would have detailed condition about the forfeit.
