And even here in the U.S. where we warped the even of All Saints Day and Samhain into Halloween, it gets very distorted according to the community/area you are in.

They celebrate halloween but it isn't as important and not many people dress up or take it seriously, they're more fussed with christmas + valentines, more major holidays I think,, atleast that's what i read in a magazine
