This might be because the testing is readily available.
Here in my country, some provinces don't even have reported cases. Mainly because the cases are left undetected. How is the post-pandemic life there in Japan? Here in my country, it's pretty much business as usual except for the face masks.

The number of cases no longer make sense much because they check themselves for Covid when they need the proof for "clean".
