It's pretty powerful against the USD now.

No. The time and money you'll spend on the train won't make it worth it. However, three weeks in Kyoto is a pretty long time, unless you love visiting temples and shrines nonstop.

You'll be close to Kobe, Nara and Osaka, so I'd spend time in all these cities.

3weeks seem a little long for just Kyoto alone, do you have specific reasons to why you want to stay in Kyoto for 3 weeks?

I was able to do about 11 cities in 2 weeks, from Miyajima > Tokyo..

you need to remember that the Japanese have no form of their currency less than 1 yen. The indian rupee actually has a form of currency smaller than the rupee, it is called a paisa. It is so useless in value that it is rarely used. I don't think it is right to compare a Yen to a Rupee, it is better to compare a Yen to a Paisa. I prefer to compare the value of 1 Japanese yen to 1 AUD cent or USD cent.

Well I'm a photographer so I'm planning on spending a lot of time there so I can get more pictures for a book I'm working on. Plus, if I really have a lot of time and money on hand I might just head back to the tokyo area to see more of mt fuji and the onsen that are somewhat close to there.

Plus, never underestimate how much we americans dig the traditional japanese stuff. Hence the book.
