it should work in Japan.. but for confirmation, you should visit Softbank's shop near the place you'll be staying..

It should work. I was recently in Japan, and my friend has a 3g Iphone and she used it to call home, and an international phone someone had in Japan.

You have to call AT&T and get it activated to use in Japan.
I did that with mine.

Can I do the opposite? Use At&t for the next two weeks with my softbank iPhone?

Hi..yeah it does.
I've used mine before.
I'll usually use Softbank..more stable network.

It really a geographical situation as well, I know that here in Yokosuka the reception is really not that great but if you are going to a more flat area like Tokyo for example you should be fine. My friend only uses it for browsing XD so like the others have said you should call AT&T.
