I know they have timeshares all over the world, can you buy a timeshare in Japan?

Yes, you can but it is not nearly as popular as it was, say, 20 years ago.

Then there's always the risk of paying a lot of money and getting nothing in return. Don't know about Japan, but time-share market in Europe is crawling with con artists.

For some years my friend lost lot of money by this kind of business in Canary Island "Spain"! When she once wanted to spend a week holiday in this apartment, the answer was: Sorry! At that time the apartment is already busy! That's really criminal fraud! She lost 25'000 US/$

Time shares are not well-known here, though Tokyo Disney Resort is now offering them. You can also find the Hilton Vacation Club in Japan. I am a member, but I don't own a timeshare, I just book one which no one else is using. So far I have never had trouble finding one when I want it, and renting a timeshare is a much better deal than renting a hotel room.
