if you cant wait for the conditions posted above. Try applying for a Monbusho Scholarship. If the Japanese govt feels that you are worthy in shory lucky
 you are going to be living in japan for at least 4-5 years as an undergrad student. If you plan to purpose life as a graduate student then it would be 1-2 years depending upon your field of study.
