found it, in Harumi Harbor, Tokyo.

Looks to be near Odaiba, near the park on the south side of the Hilton (formerly Nikko) hotel. Odaiba is an island, connected to Tokyo by the Rainbow Bridge. There are many interesting things to see and do in Odaiba.
