Help Identifying artist

Hello, I recently purchaced a painting from a second hand store, and would like to see if anyone can help me figure out who the artist is. Also, if anyone can tell me what is written on the painting, and what that thing is that she is holding in her hand, it looks to me, like a toy of some sort, but am not sure. Any info at all would help. I appreciate it, thanks!
