Help me to identificated a Japanese Picture -

Hello together...first I'am sorry for my englisch but i hope You unnderstand me :-)...I found a Picture, i think thats is aquarelle-art from Japan but I can't identificated it...Can somebody tell me: Who is the Artist from the Picture? What time was this Art create? Is this motif and the character typical for japanese Art?
