I find this quite odd.

How can a girl with average amounts of make up on, look worse than the same girl with extreme amounts of make up on?

depends on what brands, whether the colour suits you and how you apply it, be specific.

Normal western makeup is applied using different kinds of application methods to VK makeup. Eyeliner for example goes all the way around the eyes and often on the waterline in western makeup, and in VK eyeliner usually stops on the lower lid at the pupil, and is rarely seen on the waterline.
Most normal western makeup also aims to be subtle and natural, whereas VK makeup has much more of a bright and obvious look to it. It derives from stage makeup, I suppose, where things have to be more outrageous in order to be seen properly.
