This phrase is a net slang. Noto(能登) is a family name, repeating itself to emphasize her cuteness.

The topic creator told me he heard this online (with a mic) after asking some Japanese kids playing in the same game as him if a singing group (morning musume) was cute, and they said that. What I told him was that after this was maybe they knew he didn't understand Japanese, so they said, "not kawaii, not!" instead of kawaikunai which he may not understand. All the kids in my school that I went on exchange to say "notto" when they wanted to say not because of the comparison to katakana. With this explanation, it makes sense that they used noto the second time to emphasize what they were trying to say... That's my two cents though.


Edit: nevermind... Debezo is probably right. 能登有沙 is a member of morning musume...

As far as I research, this noto is Noto Mamiko the voice actor. I think this phrase is used by limited people.
能登かわいいよ能登とは
なんか読売新聞に能登かわいいよ能登って載ってた。
