What do the following (2 separate) sentences mean?!

①輸入品に対しては、関税がかけられている。
②「この環境」とあるが、どんな環境か。

I would interpret it as:the tariff is decided regarding imported products

②「この環境」とあるが、どんな環境か。
There is this circumstance, but what sort of circumstance is it?

Don't ya think that the first one can be translated as follows:
Duties/taxes are required towards imported products?!

I think that my translation is wrong:S But as it is explained in Japanese, I could infer that the meaning of 'に対しては' in that context is 'towards/for' (対象・相手を示す)

Actually, that is the verb I was looking for (impose). As for 'とある', what you mentioned is right, i mean, it is written in a book and the word environment is underlined
