おれ is not a Kansai word at all.

Since you mentioned a year, let me give you two words for clarification.

誕生日　（たんじょうび） = birthday ("year" not included)

生年月日　（せいねんがっぴ） = date of birth ("year" included)

In Japan, we don't use these words interchangeably.

The reading is せいねんがっぴ. Yes, this is year/month/day.
