つづり方 Incomplete (translation request)
 
In russian schools teachers often wrtite explanation of a grade they put for school composition (つづり方). One of these explanations in english is written as "Incomplete". In russian it literally means "The theme has been developed incomletely" (undercharacterized).
If these teacher's remarks are presented in japanese schools what do they look like? How is it in japanese? If not. Please, help me to create a calque or something in japanese.
P.S. Usually the grade commented that way is very bad. In russian 2, in english D. In japanese is it 10 or so?
Help me please. Thank you.

Just to let you know, in the American system there is A,B,C,D,f, there is no such a thing as E.
