Japanese Characters on Flag -Need Help -

Hello friends,
I know that the smaller letters are unreadable in this photo, but can you please tell me what the larger characters mean? Once I get the flag, I will post bigger pictures, but this is all I have for now. Thank you for any help. Justin |

The flag is a WWII Japanese military flag. Do you think that Satou Hiroshi is the name of the soldier who was presented this flag? Also what is Doukenkai? I will post a lot more bigger photos when the flag arrives. Thanks again. Justin |
