Could someone translate this for me, onegai?

'The stars will shine upon the hour of our meeting'

Arigatou gozaimasu

What does that mean? How do stars shine onto a time? Literally translated, it might be 「星空は我々の出会いの時間を照らす」 (which sounds pretty unnatural), but as your translation is sort of an idiomatic expression, I'm having a hard time coming up with anything more natural.

Then again, I'm a J-E translator- this isn't my forte.

It's a elvish saying. I think its a way of seeing, things will be fantastic when we next meet. Maybe that can help you with the translation.

Why do you want to translate an elvish expression into Japanese?

PLEASE don't say it is for a tattoo...

The stars will shine upon the hour of our meeting

I would translate it to "Watashitachi ga atteiru aida wa hoshi ga kagayaiteiru kotodeshou." 「私たちが会っている間は、星が輝いていることでしょ う。」
More poetically, "Futari no jikan o hoshi ga kagayaki terashite kureru kotodeshou." 「二人の時間を星が輝き照らしてくれることでしょう。 」
