Isn't it essentially the same as the old DBZ?

It is DBZ. The makers didn't want to remaster all the DBZ episodes so they made the short version and called it DB Kai. If you watched all the episodes of DBZ, you basically won't find nothing new in BD Kai. It's like watching Evangelion: 1.0 You Are (Not) Alone after seeing the original episodes of Neon Genesis Evangelion.

did the manga get to Buu before they released the Anime?

I never paid attention to the manga myself, so I can't answer that question.
