Age of Consent -

I have read online that the age of consent in Japan can be as low as 13. I'm wondering what effect this has on film classification in Japan, and more particularly how Japanese films are certified or censored abroad because of this. I watch a lot of Japanese movies, and to me the female actresses never seem to look to be any older than 14.
Walking every week in the Peak District National Park, the second most visited in the world. We all know which is the first on the list.
