Great place for an English school business

Anyone interested, I saw this foreclosed property for sale and I thought it would make a great English School. I figure you could buy this place for a slight mark-up over the nominal price of $US35,000, and then you have an English school. This property is at Mito, so not too far from Tokyo or Narita Airport.

How far is the property from the nearest station and is it the main station for Mito?
Is this property in central Mito on a main road or is it off in some obscure residential area?
How many elementary, junior high, and high schools are there in the surrounding area?
What type of visa would you need to set up an English school?
How much capital would the owner need to open a business in Japan? Not how much to buy the building and renovate, but how much does a person need in reserve to run a business of this type in Japan?
