It may be a gray area but its well accepted that they allow vaginal sex.

Mind you, like most Fuzoku services, they're more than likely to deny service to foreigners... or perhaps offer a menu with greater restrictions.
The law may twist to let them through... But that didn`t help the guys who thought it was flat out prostitution and ended up getting in trouble. :D

Anyway, just be careful, and know very well what you`re doing if you decide to use one of those places.
