I am not a student in Japan, but I do teach at Tsukuba University on their Global 30 program (
www.global.tsukuba.ac.jp). Our program teaches entirely in English, and if you have good grades, we might even be able to throw a scholarship your way.
In terms of Japanese universities teaching, yes, I too have heard bad stories about the entrance exam being much harder than the course. Actually, it is one of the things me (and the people working on the G30 program here) are trying to change. We want to try and improve standards of scholarship so that students walk out after 4 years with a real education.
Unlike RealJames (who I guess maybe teaches English, while I teach Biology IN English), I do fail my students. About 25% of students fail my classes (about 25% get an A) - normally because they fail to submit an essay, or don't turn up to an exam. As all the teaching is in English and most students are foreign, I tend to be quite relaxed on that, while providing lots of support.
